Illegal alien Juan Emmanuel Razo accused of murder waiting for green card

PAINESVILLE, Ohio -- The man accused of killing a woman and shooting another woman Monday is an illegal immigrant who was stopped by sheriff's deputies three weeks ago but released the same night, reports show.

Channel 3 News has obtained a three-page report from Lake County Sheriff's deputies which detail their July 7 encounter with Juan Emmanuel Razo.

According to the report, Razo, 35, admitted being in the country illegally. However, U.S. Border Patrol officials declined to take custody of Razo, the report shows.

On Monday, Razo was firing his gun along the Lake Metroparks Greenway Corridor trail, police said.

He appeared in Painesville Municipal Court Tuesday afternoon. He is accused of shooting and killing Peggy Kostelnick, 60, of Painesville. He is also accused of shooting another woman in the arm

Deputies also accused Razo of attempting to rape a 14-year-old girl in Concord.
