This is what you do when you realize that you can't maintain the tanks you've bought or carried off from wherever... You pull the turret and use it basically as a stationary artillery unit... I understand that the North Koreans have emplaced the turrets of many obsolete tanks in a similar manner in hardened emplacements...

Seriously though, this could be exactly what I stated above... The North Koreans have certainly done it... But, I think it's more likely that this contraption was a functional turret maintenance or gunnery unit... It was never intended to be used in battle... But then again, why would the cretins operating it know that?!... It's a gun... It fires... Let's use it...
